Once you've taken the mounting bolts off from underneath the car....
What you need to do is if you can fit your hand/arm in through the lower air dam part of the bumper opening adjacent to the fog light and reach in there and there should be a little plastic clip you can pinch and it'll pop the fog light right out...just repeat for the other side....

You don't have to take off the whole lower part of the bumber. All you have to do is find which opening is more comfortable to you, bottom or from the front and stick your hand in till were you can reach the back of the lights. Just give it a jerk to the right and left making sure that you have your other hand in front of the lights because they will pop out and hit the ground. That is all you have to do..thats how i did mine.
