he has to give you a positive rating. its not automatic.

you can give him a positive rating as well.

you can PM him and ask him to give you a trader rating.

to give him a rating, the easiest way is to find a post by him and click on the (#) next to Trader Rating: under his avatar. if you click that, itll take you directly to where you can leave a rating.

 

its also in one of the stickies in the black market at the top. but it pretty much says what 03tLsNBP said.
