Plastic Sensor Cover on top of dash...????

The little retangular plastic cover that goes over the climate control sensor on top of the dash at the base of the windshield.....mine keeps coming out because there seems to be nothing to really hold it in place.

The actual sensor under it is just laying there kind of loose in the hole with nothing really holding it hard in place either.

Question: is the sensor supposed to snap into the under side of the cover and is that supposed to hold both of them in place when you lower it into the hole?
........OR......is the sensor just supposed to be loose in the hole and the little cover glued to the dash top???

How is it supposed to work? AND-I cannot get ahold of the little sensor enough to pull it up out of the hole in the dash to see if the cover snaps to it.
To get to the actual sensor, I can go through the glove box and reach it enough to push it up through the hole in the dash? OR..will I have to pull the gauge cluster to get to it?

The sensor should be clipped to the little cover.

I can't see anything broken on my cover, but I can't get ahold of the sensor to pull it up out of the hole so I can snap the cover to it. Cannot get to it from the top because of the windshield, I pulled the glove box, but no-go through there. I'll guess I've have to pulll my gauge cluster once again to see if I can reach through there and push it up.
