New here and looking for advice

Hello and thanks for the forum.. I have lurked here in the past, but have now signed up as I need a bit of advice on a topic that apparently has been well covered.
The fun topic of 'My headlight turns on/off or sits and flickers'.
Well mine had been doing the on/off routine now it (right headlight) just sits and flickers.

I spent a better part of Sunday looking through a lot of posts on this topic, common advice was to hit the junkyard for a replacement ballast but I was wondering if there are more optimal or preferred kits out there?

Such as this one listed here in the Black Market

or the JDM kit for around the same price shipped.

My car information:
2001 TL-P

thanks in advance for your support on this matter, and again thanks for the forum.
I might add I need to act on this fast as the LEO's pulled me over last evening and let me off with a warning.

first thing i would do is swap bulbs from the good side to the bad side to see if its the bulb or ballast. If it works on the bad side you know its the bulb. If it doesnt you know its the ballast. If its the ballast i would search the junk yards or ebay

You needed more than 5 posts to PM. And they are deleted.

I am also new here and need advice on changing the air intake system. Would I need to take off the bumper every time to change the filter?? Will water go in if I drive in the rain?
