I cant read anything above the pics, but those extra lights aren't fogs. They are turnsignal lamps. When you hit your turnsignal, the corresponding lamp will light up so that you can see a little bit more in the direction you are turning.

Juniorbean those are the Fender turn signals you posted from my site. The lights on the JDM Type-S are side turn marker lights like your old man's cadillac or lincoln used to have. Here is another pic of them

 

On the old caddys and lincolns they used to call them 'cornering lamps'...
