Unhappy Instrument cluster and tranny problem

A few days ago I started the my 02' Tl-s up and the gauges didn't come on. I figured it was just a glitch of some sort so I started it up again and it continued. The lights come on but the needles won't move and the odometer/temp doesn't show up. I checked the fuse and it was blown, replaced it and it blew within a couple minutes of driving. The tranny jerks hard when I put it into drive and a little less into reverse and it seems to not want to go into 3rd. It will just rev up real high in 2nd. That tranny issue only happens when the fuse is blown however. It works fine until the fuse blows again. I've checked the other fuses but it's just the "instrument cluster" one. The windows (all 4), the mirror, and the sunroof don't move when this happens either. Not sure what the problem is, anybody have any ideas at all???

Possibly the Multiplex (the fuse panel). Does the inst cluster work when the fuse is replaced and hasnt blown?
That or a ECU issue.

Yes, everything works as it should when the fuse is in and hasn't blown.
