I am SOOOO lucky that the dealership didn't put those holes in my bumper. Try a body shop and see what they say. Can't be THAT hard to do. Good luck!

I plugged mine with Integra bumper plugs. You can get them at the service dept. for really cheap and modify them by cuttin' off one of the plugs to fit the TL.

 

no matter what u do, get those 2 black things off da bumper... I would rather put the license plate on it than those 2 things man... lol. well... easiest way to solve ur problem now is to get a new bumper ^_^ (i'm just kidding here hehehe)
hrm... yah.. if u put those Blue LED lights there.. it'll be so hype.. good idea!! I think body shop does this kinda thing. they put some kinda filling and when it's dry, they'll paint it.. and it'll look so smooth..

 

Yup, they gave it to me for free and it will match your paint..
