Horn and outside temp dont work

i have a 99tl, recently i left the car parked in a lot for a couple of weeks. when i came back the horn didnt work, and the outside temp does not show anything.
the front grill was damaged, or fucked with probably by people trying to find and disable the horn and alarm. the strange thing is i check the fuse(relay) and everything is ok, and the horn even makes a sound when i lock the car with the remote, but wont go off when i push the horn on the steering wheel.

Have you looked thoroughly in the frontal area for cut or unplugged wires or harnesses?

The people were probably thinking of stealing the HIDs

someone stoll my HIDs before.. they did it clean though.. they didn't even touch anything else on or in the car at all just bent the fenders and hood tips back a bit and just ripped the fuckers out.

Is the horn somehow tied to the outside temp gauge?
