HID problems

So my left side HID's are blown. i think. i dont know if its the ballast or the bulbs and i dont know how to tell whichever it is. so im gonna need some help here

i switch on the headlamps, both sides are blue (during warmup).. about 5 seconds later they both slowly start fading white. once the warmup process is done, the left side keeps fading slowly.. into a really bright yellow, then it starts getting darker to halogen yellow then orange like the blinkers, then it just turns off.. but the other side is still bright white that i love so much.. whats the deal??

It sounds kinda like the bulb could be nearing the end-of-life (as in not even coming on anymore) or the ballast could be going, as well. I'm at a loss, actually. It could be either.
