HID Ballast Not Working Please Help

This is Bxscig, using NyDesi80's PC..... so...

Hey, I bought a used Philips 4300K 9006 Hid kit. I just got it and tried to hook it up. I am sure I hooked it all up right because I've installed 4 Philips Kits and 1 Catz... so I am pretty confident I did it right.

I just want to know if there is something else I am missing. I have tested on a working ballast and the bulbs work so I know its not the bulbs. I have hooked up the ballasts directly to the battery and I tested that the ballast is getting power when I trigger the relay.

I also pulled a working bulb from another car and tried it with these ballast and it still did not work.

Are the ballasts fuc|(ed up? What can I do to check? Is there a fuse inside the ballasts?

I've installed in 4 Acura TLs, 1 Altima.... this time I am trying it on a Toyota Highlander.... I don't know what is wrong.

Any help would be greatly appreciated. I all the parts are laying outside so if anyone could help out that would be great.

Check the headlight fuses. Left and right.

Like I said, there IS power going to the ballast. I tested 12Vs when the headlights turn on and not to mention regular bulbs. Anyone ever hear about grounding the ballast case itself?
