In the 1/4 mile, headers will help you out.

You gain speed at the top end of your RPM. So its not like headers only help you once you're moving faster than 90mph or something ... It has to do with the rpms. So for a Type S, from about 5000+ rpms till redline you'll see roughly 20+ whp. You'll see those gains in 1st, 2nd, and 3rd gear.

It makes a pretty big difference too because once you're in your powerband, you should be able to stay in VTEC range through 2nd and 3rd, increasing your horsepower through the 1/4 mile.

I'm not 100% sure what a Type S runs with just headers, but I know in general a Type S with headers and intake should be able to run in mid to low 14s on a good track and with good temps. (A lot of tracks around this area are at sea level so they're pretty "fast" tracks.. not necessarily the case in other areas).

when you say intake, would a k&n drop in qualify?

The Type S runs about a 14.8 stock and thats under perfect conditions and with a good driver (being able to brake torque at the right rpms, if you do gate shifting, lower tire pressure, etc etc)... Generally the Type S can probably run 15.0 flat if you leave everything alone and just floor it in automatic mode.

With mods and some good driving you should be able to get into the low 14s, like 14.2-14.3 ... Without trying you should be able to run a 14.5 with headers/intake.

And seattle dale by intake, I mean CAI or Icebox really... I'm not sure how much the K&N drop in filter gives you, but the gains are not going to be as much as the CAI or Icebox unfortunately. I'm sure you could get pretty close with the times though since the intake isn't making a huge difference with the times.. Could probably even make up for it with good driving or some adjustments to your tire pressure.
