Ok i know i will loose..and thats what he is also thinking..But im just wondering by how much. He wants to race me once i am done my engine mods(intake, headers, pully, exhaust). I will probally do it just so he gets off my back, and just to humor him. Its a 1978 928 Euro...a Buetiful car..absolutely perfect condition..all original german parts...Huge V8..thing weighs next to nothing..custom porsche paint..but yeah..im just getting an idea...thanks

Weighs next to nothing? According to this page, it weighs (stock, at least) around 40 lbs. less than your 1999 TL (again, using stock numbers). Your TL should also have a little more HP than his. Of course, he's got a good bit more torque than you. (This is all based on stock numbers.)
Obviously the Porsche will be faster (sports cars usually win every time vs. sedans), but I personally don't think it will be by much. But then again, I might be totally wrong.

Since this should just be a straight run from stop, I think you can hang with all those mods (and possbily beat him) becuase if you think about it... Headers:+25whp, Pulley:+4-5whp, Intake:+3-4whp, Exhaust:+1-2whp. That puts you well into the Type-S speed if not slightly faster. Just need to get a good launch
His car is ~40 pounds lighter as someone said, so weight is not exactly a factor. Even the difference in you two's body weight can be greater than that.
Okay, I am only judging from stats. 0-60 in 7.0 sec is a tad bit faster than a stock 99 TL, so is the 15.6s 1/4 mile.
Has he done any mods to his porsche?

i have won over regular non-typeS porsche boxter, but the Euro with 250hp could give you a nice run though, I think in a long race, where you can get over 120mph+ you will gain enough to beat him. I think its possible.

0-to-60 on your buddy's car in America is 7.0 seconds, just to let you know. I highly doubt the 1978 928 was different in Europe than the United States. Should be a good race, I think you have a good chance at winning. Remember, the fastest cars in 1978 are nowhere near the fastest cars today!

These numbers aren't accurate, I'm just making them up, but if you're pushing 225hp @ 5500rpms at the crank and if headers give you +25hp @ 6500rpms at the crank (saying at the crank to make this a more simple calculation), you can't say your peak horsepower is 250hp. What you can say is if you're pushing peak horsepower (225 crank hp) @ 5500rpms and headers give you +10hp at 5500rpms then your peak horsepower is 235hp. If the headers give you +25hp at the crank and you're putting out only 190hp @ 6500rpms then you've only got 215hp @ 6500rpms.
Might just be you were generalizing, but I figured I'd comment.
Anyways, it sounds like the Porsche is pretty close to the TL-P... Will be an interesting race! Make sure you post your results
