there are even kits - headlight restoring- with plastic polish and a few grades of sandpaper.
A cordless drill with a buffer ball makes fast work of the job compared to hand sanding and polishing

Are you talking about condensation or the fog that occurs from the heat of the headlights?

if moisture is inside you have a major problem- that will cause death to the bulbs and possibly the ballast
Look in diy section on clearing and resealing headlights
or you may need to replace the entire housings- I did due to water inside

the buffer on a drill uses liquid polish to get the scratches out or fill them in
Its best to do the sandpaper by hand in a few grits 1200 1500 2000 then hit it with the powerball and polish -- they look better than new

shops charge min 50 bucks for similar service- so even buying a kit with polish and paper etc (or buy the pieces/parts seperate) and a powerball $20, you are ahead

a buddy used only liquid plastic polish and a powerball for 15 minutes- restored about 60 % clarity to a 90s dodge truck with nearly white plastic lens
If he had done it all the way with sandpaper grits and polishing it would have been faster and better job
see the diy section for actual member pics- it gets worse as you work on it- then suddenly goes clear

Cloudy lens- I just used some metal polish & rag. Worked great, didn't take long, easy.
