Engine light: OBD P0420

Hey everyone.
Did anyone encounter this code P0420. The reader says "Catayist Efficienty Below Threshold (Bank 1). I thought it would be the O2 sensors or my catayist converter. Just asking any anyone who encountered this, thanks.
