Does anyone know...

Dude I hope you are joking right. Its just for looks. If you had a spoiler like on the Supra it is designed to produce down force. The M5 spoiler is just for show and style. My $ 0.02.

i know, but if he was trying to achieve the most downforce, naturally he would have gone w/ the biggest spoiler.

Chances are that the lip does very little other than increase the cd. Like others have said, the lip is for aesthetics only.
Also, keep in mind, "down force" is a relative term based on a series of conditions such as atmospheric conditions, placement, surface area of the “wing”, angle, etc. I'm sure the M5 spoiler supplies some downward pressure on the trunk lid, but I doubt the TL could reach a sufficient speed where you could start to measure the downward force over the lateral (the force of the wind trying to rip the spoiler off the trunk) force.
Finally, I won't get into the whole spoiler issue when it comes to front wheel vs rear wheel drive cars. In short, a spoiler on a front wheel drive car (and rear wheel cars), unless appropriately designed in conjunction with the rest of the car and other aerodynamic characteristics, is nothing more than decoration.
