Defog problems??

I have a 2002 TL-S, and whenever the windows are fogged up, the defrost doesnt seem to work too well. The A/C and heat are fine, but I never get the windows defogged good enough. Does anyone else have this problem? Also, it was raining hard today and whenever I would drive through a decent sized puddle, the RPMs would go down, the wipers slow down, dash lights dim, and the heat slows down. Are the pullies getting wet and slipping on the belts? I have a factory intake so I don't think I sucked up any water. HELP!

MAKE Sure that the recirc button is set to OFF. It needs to be drawing in outside air.
