Yea its safe to put in the gas tank, and no the filter is not paper.

totally safe for every part of our car--except dont use brake booster line as vac source

gas tank cleaning dose= 2 oz per gal fuel, thats 1 can to just under half tank of gas.
do that twice and you have done a full service, except TB throat always needs manual cleaning and lube the throttle return springs and mechanism

midyear you can run a can in just under ful tank 1 oz per gal for `maitenance dose`
--but I go ahead and do it can to half tank at 6months/oil change time as a cleaning dose
Cant hurt with gas prices upupup and keeping the engine as clean as possible

might go back to shell gas too, the nitrogen and other goodies result in a fuel
with `5 times the cleaner` than requiremements for tier1 spec--info from shell website

our filter is a `sock` on the inlet screen for the pickup in the tank
not replaced under normal useage

my bike fuel filter is paper, so are the TL and everyone else's oil filters--seafoam is safe
