Got some info from our local DOT office. Sorry for the long post.
According to Federal Motor Vehicle Safety Standards 108, automotive lighting colors are required as listed.
Front Parking Lamps - White or Yellow
Front Turn Signals/Hazard Warning Lamps - Yellow
Front Side Markers & Reflectors - Yellow
Rear Side Markers & Reflectors - Red
Rear Turn Signals/Hazard Warning Lamps - Red or Yellow
Backup and License Plate Lamps - White

Also there are guidelines that mandate minimal/maximum candlepower and/or luminous intensity for these lights. I'll try and get these for everyone.

In California, it is legal to have clear signal light in the front but not in the rear.

California Vehicle Code

24953. (a) Any turn signal system used to give a signal of intention to turn right or left shall project a flashing white or amber light visible to the front and a flashing red or amber light visible to the rear.


Also, clear tail lights are illegal in CA. (It must have red reflector.)

24600. (e) Taillamps shall be red in color and shall be plainly visible from all distances within 500 feet to the rear except that taillamps on vehicles manufactured after January 1, 1969, shall be plainly visible from all distances within 1,000 feet to the rear.
