'99 Cooling Fan Doesn't come on

Air conditioning works, but cooling fan does not come on. While the car is moving, the temp stays in the normal range. Must have the AC off or it overheats. Stopped in traffic, temp climbs. Depending on how hot it is outside, have to turn the heater and fan on all the way with AC off to prevent temp from climbing. Checked cooling fan fuse, which was fine, replaced cooling fan relay with no success. Any suggestions?

Did you hot wire the fan itself to make sure its good?
Then test for power at the fans plug-in.
The fans work on a temp sensor

There is a sensor on the rt lower corner of the radiator .May be corroded inside
of connection .Or the sensor could be bad .

I actually have the EXACT same problem as you. Temp climbs while idling in 80 degree heat - to the point where I had to shut her off while idling at lights. I've yet to figure out what went wrong. My left fan would come on, but my right one would just sit there. After trying the fans via the connectors, the relays, and the fuses, I think something was just loose or making a bad contact, and it started working. To test the fans, swap the two plugs between the two fans and confirm that both fans are working - eg: the fan motors are ok. The connectors are long enough to swap, but make sure they don't dangle into the fans themselves.

Nice tip on the fan connector swap .I went to the trouble of making jumper wires
I will remember that next time .
