Passenger side radiator fan not switching to high

Passenger side radiator fan not switching to high

2013 Acura rdx with 158k miles. I recently noticed that only the driver side fan was working and so I checked my 17 RDX to see if that was normal and it wasn't. Both fans on the 17 were on and running at high and low together as needed. I found and switched relays for fans and the passenger side fan was coming on so I bought 2 new relays and replaced both now both fans work but passenger side fan only works on low. Also I do have a vcm tuner installed so should I try removing that to see if that is the cause or could it be bad coolant temp sensor? Are there fuses and or relays for high and low for fans or could the fan highside be bad?

I would take the VCM tuner off and test everything again to see if there is a difference. Don't forget that it affects how the car thinks the various temperatures are.

Ok so I disconnected vcm tuner and nothing changed. I think I'm going to go ahead and replace passenger side fan. If that doesn't work then I'll replace coolant temp sensor. Any other things I can look for that I may have forgot?
