And this is why we can't have nice things...
Having lunch with my lady and a buddy at Noodles, come out to find this. No car parked next to us. After a string of profanity I visit the radio shack and starbucks in the strip to see if their cameras picked it up. Luckily Radio shack did, and wouldn't you know it, the bitch was still in the parking lot. Called the cops and I'm sure she's having a lovely time at the PD right about now. Can't wait to get the estimate, I'm sure its going to be $1500 or better. I'm not paying a dime

I would have gone of looking for her while I waited for the cops. Then had a long laugh with constant pointing at her as the cops write up her ticket. No shame in making it blatantly clear that I enjoyed the outcome.
I witnessed this happen at my community college a while back when I owned my Integra. Saw a hispanic older lady hit a newer Chevy SS truck. She was driving a piece of shit green astrovan. Turned too tight and buckled her sliding door over the front corner of his truck. She just backed out, found another spot and went in to class. Luckily I saw the hit, then as she drove away I was able to film her from a distance get out, check her damage, then just stare at the truck as she walked past to class. Same video I get out and look at her van then walk over to the chevy showing their plates in the 1 video loop. I then called the cops who told me they couldnt do anything because it wasnt my car. What a fucking joke. Told me the most I could do was file a report so incase the truck owner called they could pull my report up.
So I left a long note for the truck driver. Told him I left a report and had a video evidence if who was driving and her checking out the damage without leaving a note.
The driving got back to me and said since he couldnt file the claim until after she had left his insurance was handling it as a HIT AND RUN which he said his rep told him will hit her even harder than had he called the cops before she "ran".
So that being said. I may be tempted to, in your case, wait for her to leave to assure she had NO plans on making good. Then call the cops/insurance as file it as a hit and run.

I'm blessed to have a cousin that runs a body shop - still don't have the police report but I'm willing to bet the bitch doesn't have insurance judging by her POS late 90's Lincoln Navigator rusting everywhere with a busted tail light. State Farm is treating the situation right and I won't pay a cent but I can't get over the complete lack of disrespect people have for others things. Driving is a fucking privilege not a right

Summer is Coming
It wouldn't surprise me if she didn't even feel it. The bumper cover flexes very easily and if her bumper just kissed yours it may not have even been noticed. Probably why she was still around. Maybe she was on the phone to boot.

Chances is that she noticed it so she moved the car somewhere else and hope that the owner will not notice.

Oh, she knew what she did, backed out and moved 4 spots away. The officer still hasn't uploaded the report so I don't know what happened to her. I can only imagine the fines.

Around here, the cops don't respond to minor (non-injury) collisions on private property. It's lucky you were able to find the culprit.
