I imagine it could be viewed as a safety issue in that the reflection could distract. I never really noticed until pointed out.

 

TSB's are not necessarily for safety items. Safety items normally lead to recalls.

Most manufacturers issue TSBs to notify dealers of an issue and a resolution. If the dealer must do something then there is information included in how to bill Acura. If a fix also applies to out of warranty cars it may have a line item on how to charge for that. Here are some examples of TSBs

Audi issued a TSB to tell dealers that they should tell complaining customers that a bit of condensation in headlights was normal and to make sure that they do NOT replace the headlights for that problem.

Mercedes issued a TSB telling dealers not to replace damaged dash trim if it was caused by using products like Armorall, sunscreen or air fresheners. The TSB was complete with gory pictures of badly damaged trim caused by those clip on air fresheners.

More common TSBs explain an issue and the solution that was developed along with instruction on how to bill. Those TSBs that apply to out of warranty cars and include billing info are referred to as "hidden warranties".
