Steering Wheel Volume Control

The volume control on the steering wheel is malfunctioning. When I press the down volume, the volume will go up. The up button functions fine. Also, if the steering wheel is turned to the left or right, and you depress the down volume, it will rise as well. But at straight, depressing the down will cause it to go up. If I depress the button on different areas of the down button, it will function correctly, but pushing it normal as in pushing it in the center, will cause it to go up, sometime down, or it will fluctuatuate as though it doesn't know whether it wants to go up or down. Could it be a dirty contact issue?
