all i hear is a loud RAT RAT RAT RAT, battery is new, car won't crank, i hear fuel pump engaging...

 

have you tried removing the starter and taking it to a shop and having it tested?

 

You can try the hammer trick. If the solenoid is sticking you can disengage it with a few good raps on the starter.

 

all grounds are in good condition ?
lately i've seen a few 99-00 TL and 01 CL have the ground almost cut by corrosion.
the hammer thing can be a hope too to get it out of the deadspot(s) if any or solenoid stucked.
