Intermittent horrible vibration in steering wheel

Ok, hoping someone can help me out with this one. I have a 2001 CL-S with 119K miles. Typically it runs smoothly but after driving for say 15 min, if I stop then go slow (20 - 30mph) the car develops a vibration in the wheel. I can then stop again, punch it off the start and it goes away. Really weird! It also feels like the car is in a superlow 1st gear where if I take my foot off the gas it will not drift but actually come to a stop. The transmission was replaced at 50k. Any ideas???

Could be a multitude of things.

Obviously have the wheels balanced. Axles could cause it, blown struts could cause it, and motor mounts could cause it.

Ok, turns out the brake booster was bad and was keeping the brakes applied.
