Does the bumper have to come off to replace ballast ?

i have a 02 cl-s , passenger side light is out , not the bulb , unfortunately it's the ballast .
I'm going to just Put 8k Hids in both , they are on order and on the way .
Now i heard that the bumper has to come off to get to the ballast ?

Sounds like a pain in the a** !

its not too bad. hardest parts are lining up the bumper and keep it from scratching the bottom. I did it by myself, just take your time.
