Does Anybody Know What This Is

Hello guys, I took off my radiator and noticed this piece sticking out. Not sure if it disconnected from something important??

If I had to guess, it looks like #18 Pipe B on the link below.
As you can see from the diagram, there was probably a vacuum tube attaching it to the front mount.

If the front mount was replaced with an aftermarket mount that didn't have a vacuum, then this would be disconnected (but should have been plugged)

The vehicle did have the front mounts replaced. It seems disconnected but where would you plug it in to??? It seems pretty short to plug into anything? Thanks by the way guys appreciate it

if you look at the link above there is another tube (#15) that' connects to that and then the mount
