[HELP] Rotor problem!!

[HELP] Rotor problem!!

Hi, all
Hope to get some thoughts from you all.
after installing my rear rotor, I can feel a drag force when I spin the rear right rotor. I did some research on google, and others said that if I can spin the rotor with one hand, it should be fine. However, when I spin my rotor, I can hear a drag sound(not loud, but not small enough to ignore, and I can feel the drag force(the rotor stops quickly, while the rear left rotor I can have it spin free for 3 rounds more)
Do you guys have any idea how to get rid of the sound and solve the problem?
(I spin it without pads on it, so it shouldn't have anything to do with the pads I think)

no, it's in off position....

I think I kinda solved it for now,,,
I applied parking brake while 30 mph this afternoon, and I heard a heavy brake engaged sound (I hope that's how you guys describe it) and shortly after, the drag sound is disappeared now.

or did I just break something ??
