Mine put down 218whp/206wtq on a Dynojet. It was like 62* inlet temp though.
What gear did they dyno in? Because mine only read 210whp/210wtq when they dyno'd it in 5th, which is the closest to the 1:1 gear in the CL-S6. It technically is an overdrive gear tho (.976:1), and the final drive ratio is not too steep (3.286:1). I got more accurate numbers when in 4th.
Also, what kind of dyno was it? I can host the pics for you if you'd like

Having bald tires wont hurt the dyno numbers at all. It would be helpful to see the entire graph because humidity, elevation, & correction factors can all affect the numbers. What kind of dyno was it? DynoJect, Mustang, etc?

From the looks of it you start going way rich once past 3500 rpm, which makes your tq curve take a dive. Doesnt the variable intake open up at 3500rpm? Compare your tq curve tim mine, which stays above 200wtq all the way from 2500 t0 5k rpm.

That'd be a question to ask one of the engine tuner guys on here. It would probably be wirth the $$ to get a VAFC which allows you to control the a:f ratio via a controller in the cabin. Hows your fuel mileage?

So, if your torque drops so does your HP. The amount of the HP drop is dependant on RPM and the torque loss. A 15 WTQ drop at 5252 RPM is a 15 WHP drop. That same 15 WTQ drop at 4000 RPM reflects only a 11 WHP drop. Now, that same 15 WTQ drop at 7000 RPM is a 20 WHP drop.
With that said, the power drops off up top without headers anyway but still not to the level which you were at. With a functioning actuator you would see in the 215+ range. But the peak power is not what you should be concerned with. You have a major torque deficit in the 4000 - 6500 RPM range which is where you really want it with this car.

If yours in infact broken, take it to Tishcer Acura to have it fixed. Mine died about a year ago and I went it, gave them pictures of the actuator working and not working. They know of the problem. You may want to call them ahead of time and tell them the problem because they will have to order the part; it isn't one they regularly have on the shelf.
Dark Knight -> given the dyno curve plotted above, you should definitely notice a drop in power from 4K though 5K RPMS.
Start off in 2nd or 3rd gear at very low rpms, say 2K, and go WOT. You should notice a gradual pull, followed by a maintained pull from 4-5K, followed by another gradual pull from 5-7K.
