Its an obx lower tie bar for a 98-2002 Honda Accord.
Do you think I will be able to feel a difference with springs/shocks/sways already on?
Is it a DIY install, and will it block entry for headers?

The Cusco front lower tie bar does not get in the way of headers. I think it was the Neuspeed lower tie bar that was a problem with aftermarket headers.
As far as the rear lower bar interfering with the exhaust B or Y pipe...
Frankly, tower bars only add very minor benefits to the suspension, if any at all...but they look kind of cool.

Oh one of the members on this site in my sway bar thread swears that when he put on a rear lower tie bar on his CL-S that is advertised on ebay for 98-02 Accord coupes, that it makes significant differences in the handling? Maybe hes full of it.

Hard to believe.
It's too simple of a mod for mod hungry people on this board to not do, that is if it worked. Somehow I remember someone posting that one of the bars didn't fit. Which one? I don't know.
People have commented before that the Acura body design is pretty stiff already and adding strut tie bars adds little benefit. I cannot comment on the rear but as for the front, it increased steering reponse ever so slightly. If I was on a budget, the STB would be the first thing to go, or not get in the first place. IMHO.
