Why there is drop in A/F at 6000 rpm?

Just looking at those dyno with A/F graphs... all showed a noticable drop at 6000 rpm ( rich mix) and then picking up to around 13:0....

BTW, what is optimum A/F 12.8:1 or1 13.8 :1?
And can we go say 14:0 over 4800 rpm at WOT?
