A turbo'd CL should be in the 12s.

#1 reason I sold my kit
If we had traction (AKA RWD) low 12s would be absolutely no problem.

1/4 times, what type of gas are we talking that is running on then... , easy to raise the boost with the higher octane gas
then as far as tires, are we talking like daily driver type tires or some slicks (that can also be street legal too lol)
just need better tires then....

Thats cool and all, but see how hard it was to get off the line? Put the same power at the back wheels and see what happens.
There are plenty of quick FWD cars with big power, but they are light chassis'. A CL with 400whp will just spin through third (and possibly fourth) on its way to the high 12s/low 13s. That same power out back with the gearing we (6MT) have should easily get you into the low 12s.
To put that in perspective, there are quite a few Civics/CRXs with K20s that aren't even breaking 250whp running low 12s, high 11s. I expect my Civic to run low 12s with my shitty driving whenever I get off my ass and finish the damn thing.
Although, it would be cool to have a turbo'd CL because the BOV makes bitches wet.

Better?
It was the same manual. My 88 hatch had the Civic/CRX manual.
