You can supposedly use any foam filter cleaner and filter, easily available at motorcycle shops. The brand of Comptech's filter media is UNI, and for consistency sake, I'm using UNIs products to re-charge the filter. I bought the kit from Comptech. It turns out that their online price is pretty reasonable even after shopping around at local stores. The recharge kit from Comptech has a pretty large bottle and will probably be useful for 3 - 4 clean/oil cycles.

I clean and re-oil my filter at every oil change (5000 mi). The filter element still looks good after this amount of time but I'd rather keep it clean and the Unifilter cleaning kit is pretty reasonable.
Time intervals is really a depends statement.
Depends on the quality of air you are driving in. Obviously dusty environments are worse and may require cleaning every 3-5k miles. Driving in smog and heavy traffic can reduce the effeciency of the filter too.
The worst thing that happens with these filters is that they can get too wet and allow moisture into the intake. Or if they get too dirty they get clogged up and suffocate your engine. In my past I've seen filters dirty enough to drop air flow to the point of stalling the engine. The good news with these filters is that they won't let dirt in even if they are clogged. That is unless they are damaged in some way.
For the effeciency and performance minded folks, I would do it every other oil change or 5-7.5k miles. Longer is okay for folks who don't care about losing a couple of miles per gallon or 5-7hp. Depending on how dirty the filter is.
