Is the speedometer supposed to light up during day time driving?

I should really know the answer to this, but i am not sure. Is the speedometer on a CL supposed to light up during daytime driving when the headlights are turned off? Or is it only when you turn your headlights on?

My odometer is lit up, but my speedometer along with the other gauges are not. Sometimes I just go with my parking lights on if I want them lit.
