Yes they can report you. I have been reported before. If someone writes down your plates, they can call the police and complain. But the police really won't do anything...actually they can't unless the RP officially wants to file a formal complaint or make a [citizen's] arrest. But the police won't take action on their own because they were not present at the time. Of course, this is only for certain "crimes", particularly traffic infractions, etc. The State Police sent me a letter saying "a motorist observed your vehicle driving erratically..." yada yada yada and quoted the complaintant as saying "he exited the freeway at a high rate of speed..." ending the letter with this is an "unofficial" notice and that there was no requirement for me to respond because nothing will go on my record. Was I really driving like this?

some lady freaked when my buddy pulled the e brake on my rental car while taking a turn. i didnt know he was gonna do it, but i saved, and came to a screech in the street. and a lady ran up to us yelling and waving.
mind you, she was far enough so that i didnt see her face, she was just one of those anal people looking for trouble
