A local shop here in L.A. can install navigation into my CLS no/nav for about 1500 installed.... is this a rip? So basically id drive in no nave and drive out with an oem nav setup

If I didn't have one in mine, I would consider a portable unit that I could use in my other cars or when traveling and was using a rental. Check out the Garmin 2620 or any others in the 2600 series. There was one guy in CD that made a mount that set the unit on the tray above the radio. It won't be fully integrated into your car but will give you more flexibility and would work fine. Provides voice prompts also. I think one of the units in the 2600 series is fully loaded for all 50 states.

and a GPS device (bluetooth)
for that, you 'll have a navigation system much better than Garmin.
