It takes a whole lot of $$ to come up with the first running prototype (there are usually a few) for any vehicle that is going to be manufactured. Not many cars go from design on a computer screen to production. There has to be a running/driving prototype somewhere along the line.
Some of the auto makes will "cheap out" on the concept cars that are displayed at car shows (IIRC the new TL concept didn't have an interior), but the amount of $$ that goes into the R&D of concept vehicles is amazing.
I'm sure that the Sema 2nd gen CL was up there in price too.
Oh... you meant the most expensive privately owned Acura CL...
