High beams blinking on turn-on.. Is it OK?

I am looking to buy CL-S 2003 (there is another tread in this forum, and I would like to thank you guys for all the help).
I have found the car which looks OK, but there is one issue
I have noticed: when you turn headlights (only low beams, I believe) "ON", high beams come "ON" too and blink a few times and then go out.
Is it normal? I am new to whole Honda/Acura world and need your help with it. It seems to be "regular" blinking, like 1 second ON, 1 sec OFF, but I never have seen things like that with other cars.
If you turn high beams ON they seems to be OK. Can it be dreaded "ballast" problem? Any suggestions are welcome.

We have the DRL (daytime running lights), night time lights - HID (bright, slightly blue), and high beams. If you're talking about the lights you'd have on for night driving, those are the HIDs. Ballasts can go out and cause these lights to flicker or stay off. I have replaced both of mine. It will most likely be the ballast if it's the HID lights you're talking about. You can get OEM ballasts (~$300 ea. new), or you can get aftermarket kits and rig them up as a cheaper alternative.

I think those were HID: slightly blue, closer to the inside of the car. They didn't really flicker randomly, but rather "blinked" simultaneously on both sides for ~3-5 seconds when other more yellow "outside" lights were turn ON (if it makes sense) , and then went off. When HID were turned on, they came ON and stayed ON without blinking. I thought it might be some strange "warm-up" procedure.

Weird. When my car goes on, the DRLs are on automatically. Clicking the switch once puts the amber sides of the headlights on (as well as the rear lights). Clicking it to the last position puts the HID lights on. There shouldn't be any blinking ever. Could be a wiring issue....or the old owner had some ghey strobe thing going on.

I don't recall seeing DRL (but it's possible that I didn't noticed), then when mechanic did turn lights ON (I assume 1 click) "amber" outside lights came on, and HID blinked a few times on both sides and then went off. Then on second click HID came on and stayed without blinking.

If it is a canadian car, it has DRLs. Sounds like there is a bad connection somewhere in there.

I agree or it could be one of the burning/burnt out , check every light so see if they all work

It shouldnt being doing that though ,If you havent bought the car yet, tell the guy who is selling it to fix it before you buy it, but if you have bought ,it then you can fix it but its going to be a headache to locate whats wrong

look at the wiring behind the head light and see if it looks like its been tampered with, on top of that try to follow it back as far as you can and see if there is anything unusual
