if they're aftermarket wheel locks, you're gonna have to break em. unless u find somethin that can grab the lock and turn it. But from what i've heard, if you lose the key, u're up shit creek without a paddle.

I have taken them off before...

Find a 12 point socket which can be hammered on the lug nut(if the wheel has enough room not to damage it)

It will take them off...

my tire place charges 8 bucks per wheel to remove locks without keys. Im not sure how they do it, but I have seen it listed on their price board. I would check with a couple of tire shops first, that way you can avoid any damage to the rims or yourself.

this works, i've done it before. just make sure it's on good the first time. and make sure it's a impact socket.

Get a wheel-lock remover - its like a 12-point thin-wall (very strong) socket with sharp notches in them. You hammer it into the wheel-lock and then either use an impact gun or a big ratchet!

If it slips and cuts up the lock... then you have to break it.
