Fluctuating AFR when not in boost and lean issue

This is with my J32A2 motor btw.

Fluctuating AFR:
I'm trying to figure out why my AFR is always fluctuating when I'm not in boost. Whenever I'm not in boost, the AFR will always be fluctuating between 14.0-15.1, so city or highway driving. It's not slow either, it goes back and forth pretty quick. As soon as I hit even a little boost or even right before it, it's steady at 11.0-11.5 or somewhere around there.

When I had my Aeromotive FPR and larger injectors in the J30 motor, it was always steady @ 14.7 when I was cruising or just normally driving. Now I'm using the CT FPR again and noticed this right away. I never had a wideband back when I first had the SC installed and only using the CT FPR so I can't compare if this is normal behavior for the CT FPR. I did install the the calibration kit to lower the fuel pressure on the CT FPR so I'm not sure if that has anything to do with it.

Lean Issue:
Another thing I noticed is when I slowly/normally accelerate from a stop, the AFR always dips into the high 15s and low 16s (usually around the 1000-1500RPM area). Then it goes and does what I described above. Again this never happened with the larger injectors and Aeromotive FPR.

So does this sound like something is messed up with my CT FPR? Or maybe even the injectors?

I currently have the FP set to 45psi. I tried 38psi, scaled the injectors with Emanage but nothing helped =/
