I ask because we don't have the emissions laws in Tennessee so I don't really know anything about it.

Keep a copy of this in your car at all times!
27150.2. (b) A certificate of compliance for a vehicular exhaust system shall be issued pursuant to subdivision (a) if the vehicle complies with Sections 27150 and 27151. Exhaust systems installed on motor vehicles, other than motorcycles, with a manufacturer's gross vehicle weight rating of less than 6,000 pounds comply with Sections 27150 and 27151 if they emit no more than 95 dbA when tested in accordance with Society of Automotive Engineers Standard J1169 May 1998.
SAE Standard J1169 on how to test your exhaust noise level:
Decibel meter is held 0.5 meters (20 inches) from the exhaust tip, and the test is done at 1/2 the engine's maximum rated RPM (redline).
Any exhaust modifications after the catalytic converter are legal as long as the exhaust noise is below 95dB. If you got a ticket for modified exhaust, have this test done by someone with a dB meter (try local car stereo shops), have the person doing the test write out the results of the test, along with the date, time, and location of the test, then sign the paper. Bring this when you appear in court. The charge will likely be dropped.

that and most don't really know the laws. I've called the cops on the proper laws more then a few times for things and they are either suprised by the answer or really pissed off. I went to get a window tint ticket corrected and while the cop was signing the ticket he walked around the car. Told me to start it up and rev the engine. The minute I did he started writing me up. I was furious and got in a huge argument w/ him. Well needless I made him walk in and show me the law, when he read it he felt like a moron and one of his fellow officers laughed at him.
Unfortunately these days out here they are money happy and will send you to a referree for anything even if it is legal and they know it but don't want to admit it.

next time, tell him it's legal and you kept the stock cat to keep it legal, most don't even know what the cat is and that confuses them and they'll usually look stumped then say okay go on your way

If you can prove that your exhaust is under such a decibel level, you should be fine. I have an Apex'I RS Exhaust and mine was WELL under 90dB. Hopefully this helps
right on the money! And what CLpower said. This was taken from Sport Compact Car 10/03 volume 15.
"...Point is, you need to find out what the local law is amd make sure you're in compliance. If you've done that, you may present your case with legal back up in the forms of the statute to any official who questions you. Thanks to the efforts of SEMA, you may see some clarification. SEMA's model legislation which calls for a 95db sound limit and verification under SAE test procedure J1169 has already been adopted by California.
You are in the clear my friend.
koolmonkey999, i hope all this stuff has helped you quite a bit. i always have my exhaust certification in my car whenever the cops attempt to harass me about it. they hate seeing it hahahahhaa

My friend had a similar experience a month or so back -- his exhaust is pretty big (not a ricer, though.. he really does need it), and one night a cop pulled him over saying it was way too loud. He was just cruising down the road, quiet as he could be! So, he asked the cop if she knew what the legality was on this issue -- the cop said, "well, um, it's 50 dB and anything louder than that is illegal."
My friend started laughing and said, "no, in Michigan, it's 93 dB at 50 feet away from my car (I think that's what he told me.. not 100% sure, but close). By the way, 50 dB is like right now -- the way we're talking with the background noise and whatnot."
The cop insisted that it was 50dB and gave him a ticket, anyway. He went to court, and the judge tossed it out, no questions asked. He, yet again, got to laugh at the cop.
Cops have no focking clue what they are doing. They act and talk like they know what they are doing, but they honestly don't. Never believe a word they say, because 90% of the time, they are pulling shit out of their stretched and bruised assholes.
The thought of a cop writing you up for illegal exhaust is hilarious. Especially in So Cal and given the noise limit. This is ironic as they ALL own modified Harley's that are louder than f%$&! I dont know a single cop without one. I'd fight it.
