Do all bulbs with a blue tint have the tint come off from use?

Do all bulbs with a blue tint have the tint come off from use?
Well one of the PIA 19224s in my road lamps blew out so I changed them back to stock for now, but I noticed that both bulbs had some of the blue tint/film come off and stay in the road lamp housing. I had to take out the housing and shake out all that blue crap. Does this happen with all bulbs with the blue tint/film? I'd hate to have this stuff stuck in my headlight housing if I were to use such bulbs for my turning signals or high beams.
