Comptech b-pipe Cut out?

Comptech b-pipe Cut out?

I recently bought comptech cat-back and it had dent that was a foot long. Would this cause bottle necking? Should i reweld a pipe on to it, leave it, or weld a electric cut off to it?

Jesus, how low were they? The first pic makes it look pretty deep. Id fix it, but its going to be difficult since its right near the bend.

I have no idea how low they were. Its about 2 or 3 cm deep.

That looks like a restriction to me. I would have that section replaced.
