CAFE standards: Does it work? is it for real?
Under the current corporate average fuel economy - or CAFE - program, SUVs and other light trucks must meet an efficiency target of at least 20.7 miles a gallon, while passenger vehicles face a requirement of at least 27.5 miles a gallon. With SUVs' share of the auto market growing rapidly during the past decade, environmental groups and some lawmakers have called for end to this so- called SUV loophole.

Manufacturers also borrow against future production... It is a corporate average, so for cars, they just have to average all their production to meet it, if they can't, they pay a fine, or borrow from past years where they were well under, or borrow from future years where they predict they will be well over... the fines are really hefty actually... so they try to shy away from paying them, or having them imposed. Also trucks have a joke of a standard, I don't think they have an average, but the restrictions/regulations are getting tighter which sucks for manufacturers.
