The only thing the higher boost would do to fuel pressure is increase the fuel pressure. Your fuel pressure with the standard pulley is about right so this lends credit to the culprit being a faulty boost gauge.
What are those EGT numbers you mentioned, it is in F or C and shouldn't creep above about 1500 F. Just to be sure, EGT = Exhaust Gas Temperature.
A clogged cat does happen over time but when it starts seriously failing it goes quickly. Heck, on the test stand I built for Calsonic I clogged a cat in less than one minute.

Today we hit 40 degrees and the wideband was leaned out substantialy, 3-4 tenths. My question is, will the cold air by itself lean it out, or is the ecu telling it to to so based on an air temp sensor, or is there something else?

This is what I expected to be happening and why altering the stock pulse width with the e-Manage will provide better and more consistant tuning.
