My responses are on page 5, you'll see it there near the bottom. It's all about protecting assets and designs from competitors. I believe its a normal and frequent practice by any automaker in the industry.

manufacturers also can't sell anything that didn't come off of a production line under the guise of it being a production vehicle. manufacturers crush test and prototype and concept vehicles all the time. they're a person injury attorney's wet dream if they were ever sold. these cars typically don't have 100% certified parts and haven't been designed with street use in mind. when i was on an engineering team for ford truck division i saw fleets of some sweet smokin trucks get carried away to the crusher just because they were fitted with something like a test leaf spring or something.
