you should google for a complete explanation, but basically offset is how much the mounting holes of the wheel are "offset" from the center of the wheel itself (i think). Changing the offset in or out (positive or negative) changes how much the wheel sticks out from the axel. A higher offset makes a wheel go farther in from the fender, lower pushes it out.
For example, the OEM wheels are a 17x7 +55 offset. If you took the exact same wheel but a +40 offset, the wheel would stick out much farther, and be closer to the fender. The wheel itself is the same size, only its location when mounting changes.

There's quite a few threads on this subject but the factory 17x7 rims are +55mm offset. The offset depends on the rim width too so I would browse through the wheel gallery to get some ideas. I have seen people go as low as +40 but you should shoot for something around +45 or higher.
