I decided to buy some used winter tires on steel rims. The tires are awesome, but I think I got duped on the rims: they're bent slightly.
The mom & pop auto shop I went to said the rims were bent and he balanced them as best he could. Charged me $40 to put them on
At high speeds my car vibrates...it's not bad, but it's definitely there and I don't want to damage anything in the long run (will it?).
Do you know of any places in the GTA that can fix my steel rims or balance them better (if it was a skill problem, dunno how it works)?
Or, anybody have any steel rims they don't want?

It's unlikely steel wheels are worth fixing even if you find a place that might do it. If you have no recourse with the seller as far as getting some money back (actually, even if you do), I'd just bite the bullet and find some wheels that aren't bent. I think newer Honda Accord wheels (16") may fit, but I don't know that for sure. They may be available from a wrecking yard (used auto parts), though I'd guess if they do fit, they're probably in pretty high demand (from guys like you). Used tires and wheels can be tricky. I've always had good luck, but as you've discovered, it's buyer beware. All that said, the first step may be to take the tires/wheels to shop that specializes more in tires and confirm that you have a bent wheel or wheels. Maybe you'll get lucky and it's just a balance issue.
