Slow start on occasion

I've noticed some hesitation but i'm not sure what's causing it yet. The hesitation occurs randomly. I have noticed though that if you turn the key to ON for about 3 seconds before trying to crank the engine it helps out.
My theory is that sometimes there isn't enough fuel in the system for an instant crank resulting in a slight hesitation. The fuel pump can't start providing fuel before the engine starts cranking. If you have your hood and door open while turning the key to ON you can hear the fuel pump arming.
I'm no mechanical engineer or mechanic so my guess is as good as yours...
