If it was damaged or not working, how would you remove the outside mirror cover?

Trust me you don't want to know.
2004 TSX Service Manual, p 22-169:

1. Remove the power mirror acutator (see below).

2. Disconnect connector from the side turn signal lamp.

3. Install in the reverse order of removal.

*Removing the power mirror acutator: 22-305

1. Remove the mirror holder*, power mirror, and disconnect the connector.

2. Cut the wire harness, tube, and remove the clip

3. Remove the screw from the harness clip and the gasket.

4. Remove the three screws on the bottom of the mirror and seperate the housing from the bracket.

5. Remove the four screws on the front and the visor.

Removing the mirror holder (20-29) and power mirror (20-28):

Power mirror holder:

1. Carefully pull out on the bottom edge of the mirror holder by hand. Take care not to scratch the mirror.

2. Separate the mirror holder from the acutator by slowly pulling them apart while removing the adhesive, detatching the clips, and releasing the hooks. If equipped, disconnect mirror defogger connections.

3. When done, reconnect defogger connections if equipped

4. Reattach hooks of the mirror holder to the acutator, then position the mirror holder on the acutator. Carefully push on the clip portions of the mirror holder until the mirror holder locks into place.

5. Check the operation of the acutator.

Removing the power mirror from the body (20-28):

1. Lower door glass fully

2. Carefully pry out the mirror cover by hand by pushing up and then in.

3. Remove the door panel (20-6).

4. Remove the plastic cover as necessary, then detatch the harness clip and disconnect the connector. While holding the mirror remove the nuts.

5. Remove the mirror.

6. Install in the reverse order making sure the connector is plugged in properly.

Take it to the dealer. I have hand cramps and there is a whole other section on the door panel. LOL

It's probably just a loose wire clip.
